Uttorayon Township, located at the foothills of the Himalayas in Siliguri, responds to the pressures of rapid urbanization in one of West Bengal’s fastest growing cities. Conceived as a model for emerging towns in the developing world, it addresses disordered growth, limited resources, and socio economic diversity through a masterplan rooted in Indian realities, cultural history, and environmental regeneration. At its core is a commitment to socio cultural engagement, helping create a settlement that is both equitable and resilient.

The region receives nearly three metres of rainfall annually, so the design works with natural topography rather than against it. Roads follow precise slopes, existing streams are left undisturbed, and surface drainage replaces costly underground piping. This practical approach reduced infrastructure costs and allowed investment to be redirected toward better shared amenities. The township is organized into clusters of twenty plots around communal greens, creating adaptable neighbourhood units that support social cohesion. Resources are distributed evenly across the site, achieving a uniform scale of development at a cost of just six US dollars per square metre.

Environmental systems are integrated into the masterplan. Shallow surface stormwater drains avoid service conflicts, while green strips connect communal greens, microgreens, and aquifers to improve groundwater recharge. A modular sewage trunk runs alongside neighbourhood clusters and can expand over time. Reed bed based natural sewage treatment provides an affordable and low impact alternative to mechanized systems.

A defining feature is the City Centre, one of eastern India’s largest naturally ventilated retail hubs. Positioned between the township and Siliguri, it organizes commercial growth while remaining climatically responsive. Designed along prevailing wind directions, with perforated rain screens that block heavy rain while allowing airflow, it creates a comfortable microclimate. Its porous, human scaled form recalls the tradition of Indian high streets, while simple finishes support exhibits by local art students, reinforcing cultural identity.

Uttorayon Township stands as an important model of ecological responsiveness, affordability, and community centered urban growth.
